17	Unknown citizenship status or applicant is not a U.S. citizen or eligible non-citizen	Review/correct the following: Citizenship Status See SAR comment code 68.
18	Social security number not on SSA data base	Review/correct the following: Social Security Number See SAR comment code 24.
19	The application cannot be processed because a hold has been placed on the student by the Department of Education.	The applicant must call 202-708-4601 or 202-708-5129 to resolve this matter. See SAR comment codes 8, 9, 18, and 56.
20	Too many comments	The applicant must correct the highlighted portions on Part 2 of the SAR. See SAR comment code 76.
